What code rules does a kitchen remodel trigger in California?

A kitchen remodel that moves cabinets, countertops, fixtures or wiring needs a building permit and has to bring the new work up to the current electrical, mechanical, plumbing and energy codes. Orange County Public Works' 2025 kitchen remodel guide notes that even removing and replacing base cabinets and countertops requires compliance with the electrical code for outlet locations. Expect requirements for receptacles and circuits, lighting, exhaust, fixtures and alarms.

Electrical

Orange County's guide, based on the 2025 California Electrical Code, lists:

  • GFCI protection for kitchen receptacles and tamper-resistant receptacles.
  • A receptacle at countertops 12 inches or wider, spaced so no point along the wall line is more than 24 inches from an outlet, and no more than 20 inches above the countertop.
  • Two or more 20-amp small-appliance branch circuits for countertop, wall and refrigerator receptacles, with no other outlets on them.
  • AFCI protection for 120-volt, 15- and 20-amp branch circuits supplying outlets or devices in the kitchen.
  • Appropriately sized circuits for the dishwasher and disposal, and GFCI protection for the dishwasher circuit.

Gardena's 2026 kitchen handout adds that the existing panel may need to be upgraded, or a subpanel added, if these circuits cannot be accommodated.

Lighting

New and altered luminaires must meet the Energy Code's high-efficacy requirements (Reference Joint Appendix JA8). Recessed ceiling fixtures cannot use screw-base sockets and must be labeled airtight. The Energy Commission's compliance manual notes that existing recessed cans can keep their sockets if you install compliant trim kits or lamps, but newly installed recessed fixtures cannot.

Mechanical and plumbing

  • A kitchen exhaust system that discharges to the outdoors, with metal ducts and a backdraft damper.
  • Kitchen faucets limited to 1.8 gallons per minute at 60 psi.
  • A dishwasher air gap, and a pressure test for new or modified gas piping.
  • Water-conserving fixtures: Orange County notes that Civil Code sections 1101.1 to 1101.8 (SB 407) require noncompliant plumbing fixtures to be replaced during additions, alterations or improvements to homes built on or before January 1, 1994.

Alarms

Orange County requires smoke and carbon monoxide alarms for the dwelling before final inspection of a kitchen renovation.

What drawings you need

For a simple remodel, a department may need only a floor plan rather than a full engineered set. Gardena's checklist asks for the floor plan with all fixtures and counters labeled as proposed, replaced or existing, plus outlets, switches and lighting. If you are relocating gas or drain lines, adding major appliance circuits or upgrading the panel, separate electrical and plumbing sheets make review easier.
