ADU Electrical Service with Alameda Municipal Power
How to get a service upgrade, a new or separate meter, or a relocated service from Alameda Municipal Power when you add an ADU, and what our electrical plans give you for that application.
Who Alameda Municipal Power serves
Municipal electric utility of the City of Alameda, California. Of the California places we cover, 1 is served mainly by Alameda Municipal Power, and together they issued 366 ADU building permits from 2021 through 2025.
How Alameda Municipal Power handles new and upgraded service
Alameda Municipal Power handles new service, service upgrades and meter changes through its Electric Service Planning. This is separate from the building permit, so start it as soon as the electrical load calculation shows what the ADU needs. The steps Alameda Municipal Power describes:
- Obtain an electrical permit from the City of Alameda Community Development Department before starting work (Rules Art. X.B.1.a).
- Complete the Residential Electric Service Planning Information Form; incomplete forms are not processed.
- AMP Electric Engineering reviews the application and returns it with comments; get approval before proceeding. Advance Engineering Fees may be required to start engineering where a job estimate is needed.
- Utility connection charges are invoiced; payment of the final invoice is required before AMP schedules work.
- All work must be inspected and approved by AMP and the City of Alameda Community Development Department before AMP connects.
- AMP schedules and initiates the new service connection after the inspector approves the service order.
What Alameda Municipal Power asks for
- Site plan and floor plans showing existing and proposed electric service location
- Elevation pages
- EUSERC-compliant service equipment drawings
- Electric single line diagram of the proposed installation
- Electric load list (existing + new): A/C, EV charger, PV/generator, range, heating, lighting, pumps, other
- Building permit number; main switch size; service type; number of meters and location
Our ADU electrical plans include the NEC Article 220 load calculation, panel schedule and single-line diagram, which cover the load and equipment information on this list. Site-plan and service-location details come from your architectural set.
A separate meter for the ADU
AMP Rules Art. II.B.3.b (eff. July 21, 2020): ADUs as defined in Gov. Code 65852.2 are not required to have a separate metered electric service connection directly between the ADU and the utility; the customer may still choose to install a separate meter. Art. II.B.3.a: no new single-metered services to multiple dwelling units, with the exception of ADUs.
Whether a separate meter makes sense depends on the load calculation, the existing service size and the cost of the utility work. See when a separate service is required instead of a subpanel.
Service requirements
Meter location, clearances and service equipment must follow AMP Rules and Regulations (eff. July 21, 2020), Article X - Electric Service Operating Policies. We show the meter and service equipment on the electrical plan so the location can be confirmed with Alameda Municipal Power early.
